Take Capital Gains to 0? The same logic applied to other taxes.

Herman Cain said that we should take the  capital gains tax to zero because it is a barrier between those with money and those with ideas. Well how about the income tax? It's a barrier between those who want to work and those who want to provide jobs which is an amalgamation of the idea and money people. What about the sales tax? It is a barrier between those who have money to buy a product, the sole reason for a product to exist in the first place, and the people with ideas, and workers. Clearly this is the most heinous of all the taxes, since it taxes the raison d'ĂȘtre of products.

Perhaps the fairest of taxes is the property tax, but that is a barrier to right to property. But perhaps raison d'ĂȘtre trumps rights?
